The Role
The role of Change Manager belongs to the Digital Technology team in the Finance, Infrastructure and Digital Technology directorate. We have 5 office campuses across the state and this role will be based at our West Leederville office.
This is a full-time, fixed-term position commencing April 2026 and concluding April 2027.
As a Change Manager at CEWA, you will be responsible for ensuring that digital project change initiatives are effectively planned, delivered and embedded in a way that minimises distruption to CEWA office and school end users.
Primary Accountabilities of this role include:
- Change Plan Development: Develop and deliver change management plans aligned to the CEWA governance frameworks and project life cycle to meet the needs of the project.
- Stakeholder Analysis & Engagement: Identify and analyse all key stakeholders impacted by change. Develop and execute engagement and communication plans to ensure all stakeholder groups understand the change and their roles in its success.
- Impact Assessment: Analyse the effect of proposed changes on business processes, systems, and personnel. Identify and implement tactics to manage potential barriers or resistance to change initiatives.
- Communication Planning & Implementation: Develop clear, concise, and tailored messaging for stakeholders at all levels.
- Training & Capability Development: Coordinate the development and delivery of training materials and sessions to prepare staff for changes.
- Change Readiness Assessment: Assess the organisation’s change readiness, identify areas requiring additional support, and recommend interventions to improve preparedness.
- Monitoring & Reporting: Monitor readiness, adoption, and behavioural outcomes through defined feedback and reporting mechanisms, enabling early identification of risks and timely intervention.
- Collaboration: Work closely with the project manager and project team to ensure change activities are aligned, integrated, and delivered in accordance with project timelines and governance requirements.
- Risk Management: Identify, evaluate, and mitigate risks associated with change initiatives, proactively addressing issues that may hinder successful change implementation.
- Digital Communication & Learning Capability: Ability to leverage modern technologies to create targeted communication and training materials across multiple channels, enabling stakeholder engagement, capability development, and sustained adoption.

Selection Criteria
A. ESSENTIAL:
- Prepared to support the Catholic ethos in the performance of their duties.
- A minimum of 2 years’ experience as a Change Manager with strong knowledge of change management methodologies e.g., Prosci ADKAR and practical experience applying them in diverse organisational contexts.
- Strong attention to detail, with the ability to identify issues early and apply sound judgment to escalate issues through appropriate channels.
- Exceptional written and verbal communication skills, with the ability to tailor messaging to diverse stakeholder groups and present complex information in a clear and accessible manner.
- Demonstrated ability to tailor change approaches based on an understanding of diverse stakeholder contexts, needs, and constraints, while maintaining consistent delivery outcomes.
- Demonstrated ability to cultivate strong relationships with stakeholder groups, actively seeking feedback and leveraging insights to drive continuous improvement.
- Proficient in conducting change impact analyses, risk assessments, and assessing organisational readiness, using insights to problem-solve, inform decision-making, prioritise interventions, and support effective change delivery.
- Experience in designing and delivering engaging training across a range of mediums and facilitating workshops and focus groups to build capability and support adoption.
- Collaborative mindset with the ability to work effectively as part of a project team to support coordinated delivery.
- Excellent organisation and time management skills.
B. HIGHLY DESIRABLE:
- Certification in Change Management methodologies. Prosci ADKAR.
- Prior experience working within or supporting education organisations.
